For this situation, I will use TNB IT Sdn Bhd’s (TNB IT) project implementation sites as the designated workplace that need to be safeguarded to reduce accidents.

TNB IT’s project team are responsible to implement projects relating to fiber optic cable installation and its related equipment throughout west Malaysia.

 

Steps to reduce Accidents in TNB IT’s project implementation sites

1.       Create a Safety Policy

a.       A safety policy or to be more specific Occupational Safety, Health and Environmental Policy will govern the safety aspect or the working environment by integrating safety in the planning, design, evaluation and constructions of all projects

b.      Include Hazard Identification, Risk Assessment and Determining Control (HIRADC) methodology as part of the safety policy.

2.       Made known who are responsible for safety

a.       Management:

                                                               i.      Must ensure a policy is in place

                                                             ii.      Must be the champion on implementing safety in the organization.

                                                           iii.      Management themselves need to practice what they preach

                                                           iv.      Plan and design safety training for all employees

b.      Occupational and Safety Health Unit::

                                                               i.      Development, implementation, and administration of the Safety Policy.

                                                             ii.      Workplace hazard assessments are conducted to determine the presence of hazards.

                                                           iii.      Workplace reassessments are conducted if requested by management.

                                                           iv.      Safety Records are maintained.

c.       Supervisors/Project Managers:

                                                               i.      All safety procedures are understood and adhered to by employees and contractors.

                                                             ii.      All safety equipment are checked and certified.

                                                           iii.      Defective or damaged safety equipment are  immediately reported

d.      Employees:

                                                               i.      Wear safety equipment at all time as required.

                                                             ii.      Attend training sessions as required.

                                                           iii.      Maintain safety equipment as required.

                                                           iv.      Inform the supervisor of the need to repair or replace safety equipment

3.       Conduct a thorough job hazard analysis of each project sites

a.       Occupational Safety and Health Act requires employers to conduct job hazard analysis at workplaces to determine hazard, risk assessment and determine the control measures.

b.      The OSH Unit, together with Supervisors/Project Managers, should conduct a survey of each project sites to identify sources of hazards.

c.       Each survey should be documented, for record purpose and future audit purposes.

d.      Based on the analysis, the need and type of safety equipment are identified.

e.       The analysis will also determine the suitability of the current safety equipment available and if necessary to select new or additional equipment, which ensures at least minimum permissible level of protection are met.

4.       Training

a.       All employees who are required to wear safety equipment shall be trained on the proper usage and maintenance of the equipment. The training shall include, but not necessarily be limited to, the following subjects:

                                                               i.      When the equipment is necessary to be worn.

                                                             ii.      Which equipment is necessary for the relevant hazards

                                                           iii.      How to properly don, doff, adjust, and wear safety equipment.

                                                           iv.      The limitations of the safety equipment.

                                                             v.      The proper care, storage, maintenance, useful life and disposal of the safety equipment.

                                                           vi.      Practical demonstration on usage of safety equipment.

b.      Training of safety equipment should be given when safety equipment are issued and refresher course every 2 years.

c.       The employees shall demonstrate the understanding of the safety equipment components and its usage upon which failure to do so, they must be retrained.

5.       Penalty

a.       Failure to wear the provided safety equipment may result in disciplinary action being taken against the employee.

6.       Audit

a.       Hire and external auditor to ensure that all safety policies are up to date, adhered to and reviewed when necessary.
